Tier 2 telecom: a short list, worked by name.

About 440 carrier locations have 250 to 999 staff and about 50 have 1,000 or more. Take out the handful of national carriers and what is left is a list short enough to name, where the CTO and the network operations lead sign off a network analytics or modernization program themselves.

Mid-sized banks and larger credit unions: institutions, not branches.

890 banks hold 1 to 10 billion in assets and 480 credit unions hold 1 billion or more. Each has its own CIO and its own core and data decisions, so the list is counted in institutions, not branches.

GovCon: fixed state lists, named federal offices.

The state side is a fixed public list: one health department and one Medicaid agency in each state and DC, and 520 commercial service airports, about 70 of them large or medium hubs where passenger volume is concentrated. The federal side is the reverse: three agencies you named, with the buying spread across program offices that no public count reaches, so that row is built by name.

Denominators, definitions and sources

  1. Commercial location counts are establishments in the federal annual count of business establishments by industry, 2023, national file, all legal forms. An establishment is one physical location with paid employees. Staff is paid employees at the location in the mid-March 2023 pay period.
  2. Industry codes: 517311 wired telecommunications carriers, 517312 wireless telecommunications carriers except satellite, 522110 commercial banking, 522120 savings institutions, 522130 credit unions, 211 oil and gas extraction, 213111 drilling oil and gas wells, 213112 support activities for oil and gas operations.
  3. Bank counts are active federally insured banks and savings institutions; credit union counts are federally insured credit unions. Both use total assets as last reported, for the quarter ending June 30, 2026 for almost all of them.
  4. Airport counts are the federal list of commercial service airports with their 2025 passenger boardings and hub class. State health departments and Medicaid agencies are one per state and DC, from the national association of state health officials and the federal Medicaid advisory commission.
  5. The Singapore figure is the count of distinct institutions in the banking sector of the Singapore regulator's public directory. The directory's own headline figure counts licenses, and 12 institutions hold two banking licenses (each of them a bank license plus a government securities dealer role), so each institution is counted once here.
  6. Focus areas are as you wrote them on Oct 6, 2026; the Department of War (DoW) name is as your own site writes it. Built from public registries, counts banded deliberately: figures of 100 and over are rounded to two significant figures, figures from 10 to 99 to the nearest ten.
